Dear VP Governance Diane Davidson,
Senate members received the document package for the November 7 Senate meeting on November 2.
Item #6 in the proposed meeting Agenda is a proposed in camera (closed to public) session labelled “For Consultation.” There are no accompanying documents to Agenda item #6, and no other information has been provided to Senators regarding the purpose of this item.
The Senate is the highest academic governing committee of our publicly-funded institution. Meetings are open to the public, video recorded, and the video is posted on the university website. It is therefore essential that Senate members and community observers be provided with adequate information regarding the purpose of the work to be done during any proposed closed sessions.
City of Ottawa Council, for example, has recognized the need for transparency and responsibility to the public in announcing the nature of in camera sessions:
“In order to close a meeting to the public, City Council or the local board must state by resolution that a closed meeting will be held and state the general nature of the matter to be considered at the closed meeting. As previously noted, City Council goes further to incorporate the specific subject matter to be discussed in camera as part of the resolution. Public notice of a meeting is also required.”

Please inform Senate members and the public of the specific subject matter to be considered in item #6 of the Nov. 7 meeting Agenda.
Please also provide the Senate’s criteria for holding in camera sessions, and the vote-count required to go in camera.
Please provide this information by the end of the day on Thursday, November 3.
